Is the adhesive removable without without damaging the dash? If so how do you do it?

After peeling the pad off you can use a solvent that wont damage your dash to remove the glue left behind. You will have sun fading under the pad if you park in direct sunlight most of the time.

The adhesive disk can be removed by carefully peeling it off the dash and gently wiping the remainder of the adhesive using products like Goo Gone or similar. Avoid using harsh chemicals like acetone as it will destroy the dash. If unsure about the chemical being used, apply a small amount on a rag to an area that is unseen first to test if it will cause damage.

The disk itself may leave a mark due to UV fading of the dash.
