can i purchase lifetime updates for my street pilot c530. is it possible to add other updates such as spoken street names

You can use the numaps lifetime update for the Garmin Street Pilot c530. I would recommend buying a unit with lifetime updates included such as the nuvi 1490LMT or nuvi 1495LMT because your unit has passed its End of Life and may not last much longer. However it may continue to work without issues for many years. The update will not add spoken street names because your unit does not support that feature.
