Id like to make sure before I buy, does powered mount mean a cigarette lighter power cord is included, do the pop up ads happen all the time, on highways and in cities? Is traffic updates a report on traffic jams?

Yes cigarette lighter cord is included. The pop up display depends on where you live. It only shows when you enable the traffic updates. The traffic updates includes traffic jams and road maintenance, and it also depends on where you live. It can be completely useless to somewhat useful (it's pretty useless in Vancouver but it also has zero popup).
