I already have the 3BR "TAPP LITE" USB Power Port cable, which will be plugged into a Powerlet receptacle. Do I need this item (Garmin USB TAPP CAP) to be able to both power my Garmin Nuvi 1490T and operate it at the same time?

Yes, that is correct. You will need the USB TAPP CAP to charge your 1490T and plug into what you have, the TAPP LITE USB Port Port. This should complete your setup.

OK - do you know if I can leave the USB TAPP CAP in place to charge my GoPro Hero2 camera as well? I am starting to have a lot of cabling to plug/unplug, lol. If I can't use that same cable I'll have to bring along the GoPro charging cable as well.

The miniUSB port should fit the GoPro as they are miniUSB. However, the wiring inside the cable may not allow the GoPro to charge. We have not tested this cable with GoPro, so feel free to try and post your results here, it would be beneficial for everyone to see the results.
