Will the RAM EZ-StrapTM fit around a 4.5" diameter handlebar stem?

If I order this product, I will attach it to my bicycle handlebar stem, which is about 4.5" in diameter. Will the RAM EZ-StrapTM accommodate this diameter? If not, is there another mount you would suggest? Thanks for your help.

The RAP-SB-187RU will fit tubing that measures 0.5" to 2.58" in diameter.
The only option for the large diameter of your rail, 4.5", is the RAM-B-108BU

You can add a longer metal strap to fit around the width of the rail.
