I wanted to install this on my power caddy golf cart and the handle is the type that comes towards me as opposed to side to side (like a bike handlebar) Does this mount have the ability to turn 90'?

Hello Tom,

This will mount in both directions so you can mount it to a Vertical or Horizontal bar. Once installed the mount can not be rotated.

CAn you Stem mount it on a Bicycle?

Depending on the diameter of the stem, you may be able to mount this on your bike. The suggested max diameter is 1", but with the addition of longer zip ties you could go a bit larger.
