Can this t-connector be used to split the signal from a look through the hull transducer to send it to upper and lower helm stations, with the purpose of serving a Garmin 740S portable mount which gets moved between the 2 stations as needed.

If the transducer is a NMEA 2000 based device then you can hook another head unit to the NMEA 2000 buss via the T connector to display depth info from the through hull transducer on the network.

If you do not have a NMEA 2000 buss you will have the unit that uses the through hull transducer serve the depth info to the other devices via a marine network or NMEA 0183 connection.

We can assist you better but we would need to know the exact setup of the marine electronics on the boat to suggest compatible parts.
