Are there any implications, timing or otherwise, if an 18xLVC GPS aerial is used to directly replace an older 18LVC on a piece of equipment designed for use with the older 18LVC ?

The GPS 18x LVC sensor will work as a replacement for the 18 LVC sensor.
The only difference is the 18x is higher sensitivity.

can the 18X LVC wired from the 12 V supply of a car or boat or still needs a regulated 3-5.5V supply to operate?

You must supply the 18X LVC 4 to 5.5 VDC. Anything higher will damage the unit and lower will not allow it to operate.
