Yes, waypoints can be entered in as coordinates.
This can be done from the Main Menu, arrow over to Mark Waypoint > Save and Edit, arrow down to Change Location and edit the new location's coordinates and press the check mark to save.

TO make sure I understand correctly if someone gives me UTM coordinates on paper I would be able to manually install them in a Dakota 20 .

Yes, first change the unit from lat/long to UTM

Silly question but haven't used a Garmin before. Can't you have your default coordinates to be in UTM ?
