If I was using the 655T in Canada, how can you get caught and who checks your GPS anyway? I haven't noticed the CRTC where I go quadding or sledding?

The reason for the low wattage allowance in Canada was to reduce interference with military radio transmissions. So while there aren't any specific groups patrolling, if your transmissions were to interfere the military would be able to track the signal and then authorize the fine.
