Can the GTU 10 be mounted under a car? If it can, how does the operation compare to being mounted under the dashboard?

The operation of the unit will vary on the vehicle. always test the location before leaving it there. You could mount it under the car and it should work. However be sure to test the locations before leaving it there.

What are the dimensions of the GTU 10? If the mount is a little bigger than the device, will that make it impossible to mount or does it have to be an exact fit? Its description says “it comes with 1 year of Standard Tracking.” Does that mean the first year of Standard Tracking is free? The vehicle installation video never shows it attached. He can easily move it from wherever he has put it. If the velcro adhesive strip enables it to be attached inside a car, might it also work under the car?

I would not trust velcro under the car. The first year of standard tracking is free. It is recommended to get the advanced tracking package so you can collect a history.
