I have a nuvi 770
sofware version 4.90 - Audio version 2.30 - GPS SW version 3.00s
Can it upgrade to the 3d

You can upload to the latest version of firmware using Garmin Webupdater. It is a free program available from Garmin. However I am unsure what you mean by "Can it upgrade to the 3d". If you mean get 3D buildings on the unit then no you can not, the nuvi 770 does not have the ability to do 3D buildings.

Garmin GTM 60 Digital 3D Portable Traffic Receiver as advertised.
my question is can this or will this work on my Nuvi 770 Garmen.

The GTM-60 is not compatible with the nuvi 770. Here is a list of compatible units.
