What's the difference between the cup holder packages numbered 8 and 18? They have the same sub component parts list, but cost is different?

Can you provide me with Part numbers. I am unsure what number 8 and 18 refer to.

If you follow link for "Mounts", then "Cup Holder Mounts" under RAM Mounts category on left column, it brings up a list of cup holder packages. The two I asked about are now numbered as 8 and 17. They have the same "sub component" items listed, but price is different??

Thank you for the clarification.
The RAM-B-132-309U has fewer pieces of hardware compared to the RAM-B-174-132.
The RAM-B-174-132 includes both u-bolt and straight bolt attachments, while the RAM-B-132-309U only contains the straight bolts.
