What is the difference between regional maps and topigraphical

Regional maps could be anything from a topography map or a city driving map or a boating map for the area it was purchased in. It all depends on the products you are looking at. The product page will state if it has a built in map and of what type. Please feel free to ask if you can not find the information you are looking for. A handheld like the Oregon series will come with a very basic Basemap and or Topo maps for the region it was purchased in.
