Is it possible to download waypoints(long & lat),that I created on my computer, to my Oregon 450?

Yes, you can create waypoints, routes and tracks and send them to the Garmin Oregon series

You can use any software that supports Garmin. Garmin maps come with a free programmed called Basecamp. You can view the maps and create GPS data for your unit. If you do not buy maps you can download Basecamp for free. You just wont have any background information(maps) to plan on.
