How would the glo affect data usage especially in the states,would you be charged data roaming even though the glo disconnects the GPS found internally

The GPS and GLO have no bearing on your data consumption. Data consumption will be based on the software package you buy from the app store. Most mapping programs will poll the maps from server as they are needed. This where you data consumption goes up, especially when traveling. You will want to pick a software that downloads all needed maps to the internal memory of the iPad before your trip.

I always suggest getting a Garmin nuvi as a better alternative. You do not need to worry about data consumption with a dedicated GPS navigator. If you already have an iPad you can definitely use it instead and or as a backup.
